Public Housing:

  • The Wooster Towers is currently designated Senior Only.
  • Applicants for Public Housing assistance must be 62 or older.
  • Applications will not be given out prior to the applicant’s 62nd birthday.
  • As long as the waiting list is open; the Authority will not deny anyone 62 or older the right to complete an application.

Section 8/Housing Choice Voucher Program

  • Due to lack of sufficient funding from the U.S. Department of Housing & Urban Development (HUD), the Section 8/Housing Choice Voucher Program Waiting List is closed. The CHA is not accepting applications at this time.
  • If additional funding is received from HUD in the future, the Waiting List will be opened and an announcement will appear
    on this website and in the Courier Post newspaper.

Section 8:

Applications are taken to compile a waiting list. All completed applications will be date and time stamped. The Authority’s priorities are: 1.Clementon Residents 2.Prior Clementon Residents, 3.Out of Town applicants; with Veterans as a priority in each respective category. Proof of the priority must accompany the application. The application process will involve two phases.

The first phase is the application for housing/rental assistance. This requires the family to provide Consent for Release of Information forms, limited basic information regarding income and establishing any preferences to which they may be entitled. Information provided by the applicant will be reviewed to determine if the applicant appears to be eligible. The applicant will be notified accordingly.

The second phase is the final determination of eligibility, referred to as the full application. The full application takes place when the family nears or reaches the top of the waiting list. At this point, depending on which program the application is for, a criminal background check, landlord check, credit check and a home visit will be conducted using current consent forms. Pending the outcome of these reviews, otherwise eligible applicants at the top of the waiting list will be given an appointment with the management staff for an interview to update information on the original application.

The applicant is responsible for informing the Authority of any changes in their applicant status including changes in address, family composition, income, or preference factors. All reported changes from the applicant must be in writing. The Authority will annotate the applicant’s file and will update their place on the waiting list(s). The applicant is responsible for informing the Authority if the family’s address and/or phone number changes. Failure to do so may result in an application being withdrawn.

The Authority will update and purge its waiting list periodically to ensure that the pool of applicants reasonably represents the interested families for whom the Authority has current information. The Authority shall mail requests to each applicant for limited updated information. Each applicant shall be required to respond within a specific time frame, which shall be no less than two weeks from the date the request was mailed to the applicant by the Authority.

The application of any household that fails to respond to the update request by the specific deadline date will be deemed withdrawn. Once an application is withdrawn, it may not be re-activated. To be considered for admission, the applicant shall be required to reapply.
