REQUEST FOR PROPOSALS/QUOTES
FOR THE CLEMENTON HOUSING AUTHORITY
GENERAL LEGAL SERVICES
The Clementon Housing Authority is receiving proposals from New Jersey licensed Attorneys
for General Legal Services to be performed over a time period of one (1) year, commencing July 1, 2022, and ending on June 30, 2023, with the option for the Housing Authority to extend to a second year.
The services to be performed as Authority General Counsel shall be in accord with the scope of
services and terms and conditions regarding same, set forth in the U.S. Department of Housing
and Urban Development’s guide form contract entitled, “Agreement for Management Legal
Services”, and as provided within State of New Jersey and local government regulations. Said
Agreement and the form proposal, may be obtained from its website:
www.clementonhousingauthority.com.
Proposals shall be submitted to the Clementon Housing Authority, Attn: Vernon Lawrence,
Executive Director, 22 Gibbsboro Road, Clementon, NJ 08021, no later than 12:00 p.m.on
Tuesday, October 25, 2022. Late offers will be rejected.
REQUEST FOR PROPOSALS FOR
ARCHITECT AND ENGINEERING SERVICES
The Borough of Clementon Housing Authority (CHA) is soliciting proposals from qualified
Architectural/Engineering firms or individuals to provide architectural and engineering services in
connection with the CHA’s public housing development operations for a period not to exceed one
year from July 1, 2022 – June 30, 2023. The successful proposer will be licensed by the State of New
Jersey and will have the appropriate academic qualifications in Architecture or Engineering.
Interested parties should prepare a proposal using the Instructions to Proposers which can be
obtained by contacting Vernon Lawrence or Barbara Murray at (856) 784-1134 or online at:
www.clementonhousingauthority.com. Proposals must be made using the format in the
instructions. All other proposals may be rejected as being non-responsive. The CHA reserves the
right to reject any and all proposals and to waive any informality in the proposals. Proposals
may not be withdrawn for a period of sixty (60) days without the consent of the Board of
Commissioners of the CHA.
Proposals are due in an original and three (3) copies at the CHA’s offices no later than 12 pm,
June 14, 2022. Proposals should be delivered in a sealed envelope marked with the words:
“PROPOSAL-ARCHITECT AND ENGINEERING SERVICES” and be received at the following

INDEPENDENT PUBLIC AUDITOR
ANNUAL FINANCIAL AUDIT – FYE 2022
The Housing authority of the Borough of Clementon will accept proposals for its
Annual Financial Audit for the fiscal year ending 6/30/2022. It is the Housing
Authority’s desire to retain and employ a duly qualified Independent Public
Auditor (IPA.) in order to audit the books and accounts of the Authority. All
services must be in accordance with the existing rules, orders, directives, regulations
and handbooks promulgated by the United States Department of Housing and
Urban Development.
All persons interested in submitting a proposal for the Annual audit should
complete the attached standard HUD Form “Agreement for Audit Services” and
attach previous experience and qualifications.
Proposals should be mailed or hand delivered to the Authority on or before
12:00 P.M. on June 14, 2022, and should be addressed as follows:

The Accountant shall perform all the necessary services provided under this contract under all
terms and conditions as specified by Housing and Urban Development (HUD) to keep the
Authority compliant and consistent with all rules and regulations of Asset Management as
defined by HUD.
The Accountant will be selected based upon his/her response to the above-listed
requirements in paragraphs D above and to the Evaluation criteria listed in Attachment 1.
